Закорючки вместо "и" в булке

Попробуйте в incudes/config.php раскомментировать данный параметр:

$config['Mysqli']['charset'] = 'utf8';

Если есть возможность с нуля установить форум, то лучше сделайте это, но предварительно перед установкой раскоментируйте параметр приведенный выше.
